EU Agrees to 90 % Emissions Reduction by 2040 — CEC European Managers Brings Climate Leadership Vision to COP30
The European Union has formally adopted a target of cutting greenhouse-gas emissions by 90% by 2040 compared with 1990 levels.
The headline number signals ambition, yet beneath the surface some key concessions suggest that the outcome may fall short of the robust climate leadership that CEC European Managers has consistently championed.

Thanks to negotiations ahead of the global climate summit, Member States secured flexibility to count foreign and international carbon credits towards the target, thereby reducing the burden of domestic emission cuts.
At the same time, the pathway toward 2040 has been softened by looser interim provisions and a delayed rollout of critical tools such as the carbon-market extension into transport and heating. These features raise questions about whether Europe will maintain the high-quality, credible delivery that managers across the continent need to plan and act with confidence.

CEC European Managers welcomes the headline ambition of a 90% reduction by 2040 — but stresses that ambition must be matched by strong domestic action, transparent planning and predictable regulation.
The European Union needs to plan its next steps together with leaders and managers.
Leaders and managers in organisations across sectors are central to turning policy into practice, and we will continue to emphasise the need to lock in the delivery mechanisms and regulatory certainty behind the number if Europe wants to retain its position as a climate leader.

CEC President and Secretary General to Champion Climate Leadership at COP30
During COP30, CEC European Managers President Maxime Legrand and Secretary General Torkild Justesen will take part in several high-level engagements that reflect our organisation’s growing role in shaping Europe’s green transition.

Their programme includes speaking at a Just Transition pavilion (see full agenda here) debate hosted by the ILO and the European Union on 11 November on empowering young leaders in climate decision-making, followed by participation in discussions with the Italian delegation from our member organisation in Italy, CIDA (Federmanager), in the Green Zone.
CEC European Managers’ leadership will also engage in dedicated meetings with Youth and Environment Europe and EU climate representatives.
On 13 November, they will headline a strategic panel at the Denmark Pavilion examining how European and Danish business leaders can drive global climate leadership in partnership with policymakers.

Their mission continues with bilateral engagements and high-level receptions, with key moments including the opportunity to highlight our Climate Leadership Pledge and promote the central role of European managers in securing a just, competitive and climate-ambitious future.
