Reply to the First-Phase Consultation on possible EU action on activation of persons facing significant barriers to enter the labour market
CEC European Managers welcomes the opportunity to contribute to the first–phase consultation under Article 154 TFEU on possible EU action concerning the activation of persons facing significant barriers to entering the labour market.
As a recognised European social partner, CEC European Managers calls for policies that prioritise sustainable participation in quality employment, rather than simply increasing employment rates.
Its position emphasises the importance of preventing labour market exclusion, strengthening lifelong learning, upskilling and reskilling, supporting professional transitions and ensuring individualised pathways into employment.
CEC European Managers also highlights the dual role of managers, who may themselves face barriers to employment while playing a central role in recruitment, workplace inclusion, skills development and employee retention. CEC calls for appropriate support and resources for managers, alongside human oversight of AI-supported employment decisions.
Finally, CEC European Managers advocates an evidence-based European approach that strengthens the implementation of existing rights while allowing further EU action where necessary, and remains open to European social partner dialogue and negotiations under Article 155 TFEU.
