CIDA’s Latest EU Observer: National recovery plans, highlighted

CIDA Manager, the Italian member organisation of CEC European Managers, shares the latest edition of its biweekly monitoring document, which highlights key developments in EU policy.

Economic & Financial Affairs

  • June 18: European Parliament resolution on the report on the implementation of the Recovery and Resilience Facility.

  • June 18: According to Eurostat estimates, annual inflation in the EU was 2.2% in May 2025, down from 2.4% in April.

  • June 20: The Council approved the Commission’s positive assessment of amended RRF plans from Belgium, Italy, Lithuania, Poland, Cyprus, Malta, Croatia, and Slovenia. Italy requested 67 changes, mostly for implementation improvements, reducing administrative burdens, and adding sustainable transport measures. Italy’s RRF total estimated cost: €194.4 billion.

  • June 25: The Council and European Parliament reached a provisional agreement on the crisis management and deposit insurance (CMDI) package for distressed credit institutions.


Agriculture & Fisheries

  • June 17: European Parliament resolution on strengthening rural areas through cohesion policy.

  • June 19: The Council adopted its negotiating mandate on a regulation to support the wine sector.


Environment & Climate

  • June 23: The Council adopted its position to begin interinstitutional negotiations on a directive amending:

    • CSRD (corporate sustainability reporting)

    • CSDDD (corporate sustainability due diligence)

    • Accounting and audit directives, focusing on sustainability reporting and due diligence obligations.


Competition

  • June 19: The Commission approved UniCredit’s acquisition of BPM, with commitments to address competition concerns in Italy’s banking sector. The Commission also rejected transferring the case to Italy’s competition authority.

  • June 25: The Commission adopted new State aid guidelines under the Net-Zero Industry Act.


Energy

  • June 16: The Polish Presidency adopted conclusions to strengthen the Energy Union by improving energy security—supported by all member states except Hungary and Slovakia.

  • June 25: The Commission presented a regulation (under REPowerEU) to phase out Russian gas and oil imports while maintaining energy security and price stability.

  • June 18: The European Parliament adopted its first reading position on the EU’s adoption of the agreement on the Energy Charter Treaty interpretation and application.

  • June 18: The Commission closed infringement procedure No. 2021/0059 against Italy regarding the transposition of Directive 2019/944 on common rules for the internal electricity market.

  • June 19: European Parliament resolution on electric grids.

  • June 24: Council and Parliament reached a provisional agreement to extend by two years the gas storage regulation’s filling targets.


Employment, Social Affairs & Inclusion

  • June 19: The Council adopted its negotiating mandate on a directive to improve and enforce trainees’ working conditions and combat disguised employment relationships labeled as internships.


Trade Policy

  • June 20: Eurostat data show trade between the EU and Mercosur has increased over the last decade.


Industrial Policy

  • June 19: European Parliament resolution on the Net-Zero Industry Act.

  • June 19: Council conclusions on advancing gender equality in the AI-driven digital age, with measures to combat discrimination and digital violence against women and girls.

  • June 20: Council conclusions on protecting children’s and adolescents’ mental health by promoting safe digital tools, media literacy campaigns, and healthier digital design.
