Strengthening Social Dialogue: EU Commission Unveils Pact and Names Special Envoy
The European Commission and recognized cross-industry social partners signed the Pact for European Social Dialogue on March 5, 2025.
The agreement, negotiated with the participation of CEC European Managers alongside Eurocadres, ETUC, SMEUnited, SGI Europe, and BusinessEurope, sets a long-term framework to reinforce the role of social dialogue in shaping labour market policies, employment conditions, and social regulations across the EU.
The Pact reflects the Commission’s commitment to ensuring that Europe’s competitiveness aligns with quality jobs and a highly skilled workforce.
As part of the agreement, the Commission has pledged to take several concrete actions, including the appointment of a European Social Dialogue Envoy to enhance consultations between social partners and the EU institutions.
Additionally, the Commission will collaborate with social partners to develop a Quality Jobs Roadmap, expected to be delivered in 2025. It will engage with them on policy initiatives beyond the scope of articles 153 and 154 of the Treaty on the Functioning of the European Union (TFEU).
Other commitments include the establishment of a mechanism for receiving joint reports from social partners on social dialogue at the EU level and structured exchanges on the priorities of the Commission’s Work Programme before its adoption.
These measures aim to promote a more structured and inclusive approach to social dialogue at both the national and European levels.

- Sectoral Engagement and Policy Shaping
The agreement supports industry-specific social dialogues, particularly in key sectors such as automotive, transport, and electricity. These dialogues contribute to strategic action plans that balance economic growth with workers’ rights. - Quality Jobs Roadmap
A crucial aspect of the pact is the Quality Jobs Roadmap, designed to improve fair wages, working conditions, job transitions, and professional training. This initiative is expected to set higher standards for employment quality across the EU. - Enhanced Consultation Mechanisms
Social partners will be consulted on major policy proposals, including the Clean Industrial Deal and the Union of Skills initiative. This ensures that workers’ and employers’ concerns are factored into the Commission’s legislative agenda. - Strengthening National-Level Social Dialogue
The Commission, together with the Employment Committee of the Council (EMCO), will work with member states to enhance data collection and analysis on social dialogue at the national level, following the Council’s 2023 recommendations. - Financial Support for Social Dialogue Initiatives
Almost €20 million has been allocated to support social partners in shaping industry transformations, with upcoming calls for proposals focusing on training, awareness, and structural improvements to social dialogue practices.
